Latrobe Council Strategic Plan 

Our Place, Our Plan is Latrobe Council’s five year strategic framework developed as a result of thorough consultation involving community members, Councillors and Council staff.  The plan has been prepared to guide Council’s decision making in the future, particularly on the provision of major infrastructure and services within the community. 

 ‘Our Place, Our Plan’ has been prepared to:  

•             Develop strategies to reinforce the vision and values of the Council and the community,
•             Identify key issues affecting the municipality,
•             Provide direction and guidance for managing growth and change over the next five years and,
•             Identify specific actions that the Council, community and support services should utilise to address the objectives and realise the vision.

Port Sorell Strategic Plan

The relatively recent 'Sea Change' phenomena has witnessed many people considering a lifestyle change and pursuing the opportunity to "live and play" in the area of Port Sorell and the Rubicon Estuary.  Council has recognised that the strong growth in the Port Sorell/Shearwater and Hawley areas presents economic, environmental and social challenges.

Council agreed to review the 2004 Strategic Plan to ensure that continued growth will be integrated with the existing community and the environment, to enable Port Sorell and its environs to expand into a cohesive, efficient and attractive town for an anticipated population of 5000+ people. 

Council chose the "Enquiry By Design" process to conduct the review, in light of its significant consultative component.  Melbourne based firm, Ecologically Sustainable Design Pty Ltd (ESD) was engaged to act as consultants for the project.  Council and ESD formed a joint "Enquiry by Design" team to maximise mutual learning and cost effectiveness.  The process involved public meetings and discussion groups with key community and government stakeholders. 

The resultant report prepared by Ecologically Sustainable Design Pty Ltd (ESD) , Port Sorell and Environ Strategic Plan Review: Enquiry By Design Outcomes and Recommendations, was publicly exhibited and 80 representations were received.

Council has now analysed and discussed all these representations and have finalised the revised strategic plan in accordance with the ESD report and this analysis. 

The proposed new strategic plan for the area is set out, by way of a series of maps and associated text, in the document Port Sorell and Environs Strategic Plan 2008

At Council's meeting held on 9 February 2009, it was resolved to:

*1.   Adopt the document Port Sorell Strategic Plan 2008 as its guide to development of Port Sorell, Shearwater, Hawley, Squeaking Point and their environs; and

*2.   Continue discussions between representatives of the Resource Planning and Development Commission and Council staff in regard to site specific Planning Scheme amendments and use and development controls as per the Port Sorell Strategic Plan 2008.

Latrobe Township and Environs Strategic Plan

The Latrobe Township has continued to grow in population over the last three years. It is expected that this growth will continue and will present economic, environmental and social challenges to Council in provision of infrastructure and facilities for the existing residents and the projected population and protection of amenity in regard to future development.

Council committed to pursue a comprehensive review of land use and development in the Latrobe Township and its environs to enable the development of a strategic plan to guide future growth in the area. 

The resultant report, DraftLatrobe Township and Environs Land Use and Development Strategy: March 2009, was publicly exhibited and 11 representations were received.

Council has now analysed and discussed all these representations and has finalised the revised strategic plan in accordance with the draft report and this analysis.

The proposed new strategic plan for the area is set out, by way of a series of maps and associated text, in the documentLatrobeTownshipand Environs Strategic Plan 2009.  This Plan provides direction to the location of future residential, industrial and commercial land use and associated services and infrastructure.  It will provide Council with the means to guide future development in the area and justification for its decision-making in regard to any proposed rezoning of land.
